Bullying, harassment, violent content, hate, porn and other problematic content circulates on digital platforms. Who should be responsible for stoping the spread of this content and how?

Applications and online platforms need to have complete censorship facilities in place so that when users post information as well as images they can be the first to review undesirable or harmful content before it is posted.

Twitter prohibits the posting or sharing of intimate photos or videos of someone that was produced or distributed without their consent. Facebook uses “photo-matching” technologies for photos that already have been identified as shared non-consensually. The company also uses a controversial program which involves users sending intimate photos to Facebook’s safety department to prevent the pics from being uploaded to the site.

Government regulation of media content has recently gained currency among politicians and pundits of both left and right. In March 2019, for example, President Trump issued an executive order directing that colleges receiving federal research or education grants promote free inquiry. And in May 2020 he issued another addressing alleged censorship and bias by allegedly monopolistic social media companies.

In this political environment, policy makers, pressure groups, and even some technology sector leaders— whose enterprises have benefited greatly from free expression—are pursuing the imposition of online content and speech standards, along with other policies that would seriously burden their emerging competitors.
